Usually this occurs when you download or update two or more apps. This can make all your download pending or freeze downloading App. Follow this guide to continue with download or update.
1. Cancel all downloads.
2. Go to Play Store > My Apps.
3. Click Update All. Once you see an arrow that indicates something is being downloaded, click the CANCEL on your updates.
4. Download the App that you want.
